Can't delete or update Card/Bank Account for Payouts
Card on file for payouts is no longer valid. Can't delete it because it tells me to add a new card first.

I do as they ask using the same bank (not prepaid) debit card I use for purchases. I fill in my bank info on the pop-up screen when prompted. I click "save", then get the message they could not verify my account (the same account that is already verified for ebay purchases and I've been using for years). I try this several times, I chat with my bank who verifies all the info in correct, still can't verify.
I then try the option to add a card for "express payouts". I fill in all the info, click save and... the window just disappears and the old expired card is still listed as the only payout option.
I have two payouts coming up and no other bank accounts. What do do?
