Can't Change Payout Bank Account!?

I haven't been receiving ANY of my payouts for the last three weeks. I suspect i entered my bank account number wrong. Well, when i try to add a new one (the same one but with the correct number) I get "Please check the information is correct below" or that it can't be completed right now. i've been trying for DAYS with what i know is the correct number from Wells Fargo.

Has anyone else had this issue? Do i need to add a completely new bank account? Is it just on ebay's side? Any advise?
