The problem is your government in Sri Lanka is trying to keep all the money in Sri Lanka because of low or no foreign reserves there, and they're allowing some banks there at times to limit foreign transactions. Call the bank and find out your limits.
Other Sri Lankans reported that Sampath Plc and Hatton National Plc don't block payments.
