I am sure the OP has a problem making a payment because eBay is not accepting their debit card payment.
This has nothing to do with a Payoneer account. Sri Lanka is in a financial crisis and their country is constantly running low on foreign reserves and to avoid running out of foreign reserves they allow banks to block foreign transactions at times. That's why their card is rejected. It's a bank thing not a Payoneer thing.

·3 years agoThe problem is on your end. Sri Lanka allows some banks there to limit foreign transactions when foreign reserves are low. Call your bank.
