Some that received a 1099-K a year ago (thread is a year old) may not qualify to get one this year as the $$ amount for which eBay is required to send a 1099 has increased.

·6 months agoAnother year passed, but if previous years are any indication, do not expect to see your 1099-K available until January 31.

Yes, anybody is.
If you're to receive a 1099 eBay has until midnight to issue them.
You can still file your taxes without it.
