Shipping, which is incorrect and you're losing sales

Good morning eBay; I'm writing because I'm trying to buy some items and all the shipments are being treated as eBay International Shipping, which is incorrect and you're losing sales. Please read this.
USPS considers Puerto Rico a destination national (domestic) and not internationalSince it is a U.S. territory, shipments between the continental U.S. and Puerto Rico do not require customs forms and are treated as domestic mail, often under shipping zone 9.

@guanime not that easy anymore so PR is now run by EIS and it will NEVER change and is NOT a 'mistake' for PR to now be handled by EIS (for sellers that use EIS vs NOT shipping to PR or any 'outside the 50 usa states) or any other US Territories (Virgin Islands, American Samoa etc.)

Shipments must comply with Puerto Rico's tax and declaration rules.
A SURI account is required for businesses to remit Use Tax.
Retail goods must meet labeling requirements in Spanish and English.
Personal effects may be shipped freely but are subject to inspection.

Although not truly "international," it’s often managed by international shipping companies because ocean freight to Puerto Rico follows many of the same logistics channels.
