how to confirm Review and Grant Application Access

I can't work with API, because don't have rights to acces. How i found I not confirmed

Review and Grant Application Access

But button Agree and Continue is inactive. I found that i need to add logo, but logo cant upload, always the same mistake, that it is not possible upload.

So questions are two:

1. why cannot upload logo?

2. if logo is not important, then why Agree and Continue button is inactive always?
