License plate voided basically means they voided a tracking number. It's not something the seller needs to worry about.
With Pitney Bowes, every piece in a mailing will have its own unique tracking number, a “license plate” that identifies it. Since this is going through the GSP they will take care of it and should replace the voided number with a new number.

Watch for it: Pitney Bowes will issue a new tracking number.
