Selling Promotions List up to 250 item for free every month but I still got charge insertion fee

Hi, I'm new to Ebay just listed my first listing as a business account. On my account I can see I use 1/ 250 free listing from the promotion but I still got charged insertion fee, why is that?

Just curious - Are you dropshipping? Do you own the items you're selling?

I noticed that you're in Canada, the mugs are located in Michigan and the skirt (in many various sizes) are coming from China.

Your POD items should be OK, but dropshipping from China might be a lot of problems.

Because you listed the item in 2 categories: skirts and dresses

You only get the free insertion on 1 category, you have to pay for the second category. You'll be billed that fee every month when the listing renews unless the item sells, you end it, or you revise it to remove the superfluous category (item is not a dress, so why you add that category)?
