The person who scammed you twice is probably the same person. They were suspended from your first auction and probably created another account only to try to scam you again. Good that you recognized a scammer, so many do not.
Block that person from further annoying you with this link:

I would be real careful selling that item online here on Ebay. It's an expensive item and a lot could go wrong. I honestly would sell it locally and get cash. You're a new seller and a scam target. Try selling some other things that are not so pricey until you build up some feedback and transactions. Also, because you are new, you are under Ebays radar. A $3,000 sale for a brand new seller will raise red flags. Ebay will want to know if you have receipts for that picture and could hold your money for a long time.
In the future, list all your listings with a buy it now, immediate payment required checked off and NO best offers. You get more serious buyers and better results. Again, you should offer a return policy. No returns does not mean no refunds.
I wish you well with future sales. Good luck.

·3 years agoNew sellers are supposed to have a listing limit of 10 items up to $500 a month. You were able to work around that because you joined last year.
There's a reason why they want you to limit the cost of your items. It is because sellers with no feedback for selling attract scammers.
Many experienced sellers won't try to sell something that expensive on eBay unless it's through local pickup.
Anytime a buyer wants you to text them or take it off eBay it's a scam.
I suggest that you ignore them and if they don't pay then cancel the transaction citing they didn't pay.
You should build up your feedback by selling some inexpensive items before you list those theft magnets.

·3 years agoSo i also have a question, i sold tickets thur ebay met up with buyer to transfer the tickets through ticket master. i transferred the tickets and scanned his qr code for ebay to confirm local pickup. but the buyer isn’t responding when i said can you leave a review on my page so i can get the payout. can i be scammed out of my money and tickets if he decides to make a bad review? (there’s no reason to as the tickets we successfully transferred to him)

You're a brand new seller, selling something on Ebay for $7000. Has the buyer paid you yet? You do know that buyers have 4 days to pay you. If they don't pay you by day 5 cancel the sale citing the buyer didn't pay and then block them.
You are taking a BIG risk by selling something that pricey on Ebay. That buyer can do a chargeback on their credit card and you'll be out the cash.
Also, new sellers don't get their money right away. Ebay will hold your money up to 30 days to make sure the transaction went positively. A feedback review isn't going to release the money any quicker.

I hate to be negative, but all the info you have provided it's looking like a scam.
If you need more help with this, go to this link and tell them what you have posted here on this forum. These are US CS agents who work for Ebay and can probably better serve you. Many positive posts here with their ability to be helpful:

If it's not a scam, congrats on your 1st sale.

·3 years agoYes he paid over ebay and yes we had met up locally to transfer the tickets. as he had a flight to AZ this morning. no my payment is on hold. but this morning i wake up to a claim by him saying he didn’t receive the tickets. How is this possible????? Now my tickets are transferred to this person and they are claiming they didn’t receive them. I transferred the tickets to him right then and there once he saw them in his NFL one pass app he went ahead and gave me the code to complete the delivery….. bro this is stressful i can not get scammed out of these tickets.

·3 years agoDid you use the Ebay app and scan the QR code the buyer received for local pickups.

·3 years agoYou are being scammed. He knows full well he picked up the tickets. Are you sure it was the buyer you met and not someone that spoofed you acting like the buyer? DID YOU CHECK THEIR iD to see if it matched?
Did you follow the instructions in offering Did you use the eBay app to scan the code or to manually enter the 6- digit code?
Did you ask them to sign a copy of the order form at pickup?
Very concerning is they are claiming not delivered. If the buyer is aware you didn't follow pick up instructions to prove delivery they're going to get a refund.

·3 years agoIt doesn't matter if they leave feedback or not, the funds will be held for 30 days.
Yes, you can be scammed out of the tickets and money.

·3 years agoDon't just give up selling what you have to offer. You could try Offer Up, BigCartel.com I would say Facebook market place but they have become a running joke. DON'T GIVE UP! As I have said in you DM if I win that item you WILL be paid.

·3 years agoYour a new seller and a target for every scammer out there. I am assuming you are referring to the $3K items you sold. I would look for another venue to sell something that valuable where there is less risk. Be glad at this point that you have not actually lost the item.

·3 years agoYou have no feedback, so I understand that scammers target new accounts.
Put them on your blocked bidders list and ignore them moving forward.
