Looks like you need to sign on to managed payments. You just created your account today and you cannot just start selling without the proper protocol & requirements for would be sellers. Here's some links to get you started:
Make sure you apply for a business license in your country and register your account as a business. Very important. After Payoneer accepts your application, you're going to have to wait to be approved by ebay and that can take up to 30 days. Stay away from drop shipping. Bad and risky business plan and most from your community do not do well with it and are soon suspended. While you wait, why not attend the ebay academy to learn to be a proper and trusted seller?:
Did you know besides getting your dropshipper approved you need a business license and to link a Payoneer account for payouts? After you're sucessfully linked it takes 2-4 weeks for eBay to activate your selling account. They will send you an email when you're all set. You will have listing limits because eBay wants you to start out slow while you learn eBay.
