They truly may not have @inhawaii as a lot of browsers auto-translate into the user's language. There is no dedicated eBay Africa site - the .com site is this person's "home" site so they are on the correct Community forum to get assistance.
OP is in Rwanda. To save some of you trouble of translating this, the OP is asking how to sell on eBay and they want access to the selling board. At least that is what I got out of it.
