Need help with my CSV file upload & Listing Situation

I tried uploading a CSV file to eBay but it failed half of my list and completed the other half. I didn't realize eBay is counting those deleted listings towards my listing cap and now I can't upload no more... I only have 18 listings?? Can anyone help me with my situation.

Any listing you create even if it is immediately deleted or ended counts against your monthly selling limit for that calendar month. Since you attempted to upload a bulk list via CSV, eBay registered every successful "item creation" toward your cap, and unfortunately, deleting them does not reset or refund your listing allowance for the current month
