I Failed to MUAA permission

Hello! I am a new seller on eBay. I have completed all the tasks as a selling account and I have listed one item. But I need to a user for my account. I can't see the option for adding user. When I prompt to"Go To Account Permission" a dialog is shown "You are not authorised to view this page". I don't understand why I am seeing this? Please help me to resolving this issue.

Are you opted in to Seller Hub? That's a requirement for MUAA.
