"Seller account incomplete"
your seller account is not fully complete.... You need to complete seller registration first:
To fix this issue:
Visit eBay's seller registration page
Complete your seller account verification
Set up payment methods for receiving funds
Return here and try Auto List again"

You may need to add your payment method to pay your fees and selling costs. This is different than setting your payout account and your payment method for purchases. You need to set that up before eBay can charge you.

As mentioned above it may not be best to pay for a store if you are just getting started as a seller. Stores are great if you are listing and selling enough volume that you can reduce your fees. When first starting selling concentrate on learning how eBay works as listing, selling, and shipping can take time.

·8 months agois it for this account or another one?
If it's this account, I wouldn't worry about a store subscription right now.

·8 months agoWhat type of debit card are you trying to use? It must be a through a real bank that’s verifiable.

·8 months agoYou need to add the routing number(checking account) to the debit card.
A debit card has a routing number. Ask the bank the routing number connected to the debit card.
