You can sign up on the USA.com eBay site but if you are not physically located in the USA, you need to show your actual location/country. Showing USA as your location, you would be required to submit your USA documents which would include a USA social security number and USA based checking account in order to receive payouts.
You are registerd in the U.S. but have English and Chinese writing. If you are physically located in the U.S. you need to give eBay your SSN and link a checking account to eBay and verify the micro-deposits.
If you are physically in China you need to change the country you're registered in and link a Payoneer account for payouts. After successfully linking to Payoneer you'll get an email from eBay in 2-4 weeks saying you're all set.
