A Buyer Scammed Me!?

Hey I’m new here any suggestions on how I can get someone for scamming me, I sent a package internationally and it’s help up at customs or something, It’s supposedly at a P.O. Box that eBay controls. I’m so confused they want me to pay 0.3 more cents to get the package back, I’m so confused because when I look up the USPU tracking number it say a person in CA United States has pike my order up! But it’s supposedly to the address that was on the buyers account, but when I look at the buyers account the address is way different from the label I printed and tape to the package! If anyone has an idea or can understand what’s going on because I’ve tried to contact this supposedly PO Box but can not get anyone to answer, I’m stressed because the buyer scammed me into refunding and cancelling the order, this package contains over 1300 in value! How do I just get my package back? Also the new international package tracking number that USPS supposedly pass it off this international tracking number but it goes nowhere when you Google it I’m just confused eBay said they don’t know where it is and neither dose USPS?? Somebody help me make sense of this! Another thing he reported me as a scammer and eBay locked my account for two weeks I finally begged and pleaded to the to reinstate it they did finally but won’t release no funds
