"Hi! My account was restricted after a shipping confusion. The buyer is from Mexico but has now provided a German shipping address to avoid high shipping costs. I have the package and the German address ready, but I am holding the shipment until you verify my identity/account and let me link my IBAN. I don't want to ship the item while my account is locked. Please help me resolve this restriction. Thank you!"

You ship it to the address that Ebay gave you.

If buyer wants it shipped to a different address, cancel the order as a problem with the buyers address and refund.

Relist and buyer can buy again using the correct address.

Thank you for the advice. I understand that I should have canceled the order due to the address issue. However, before I could do that, eBay's automated system restricted my account and now won't even let me link my IBAN or process the refund. I am stuck because I cannot manage the order or the refund while the account is locked. I need a human agent to review this misunderstanding.
