Using the latest Android version of the eBay app (6.270.0.2), the "shop similar" link from Watch List items both active and ended seems to be providing results for me, so long as there are similar listings to be found (if not, I see an "Oops! Something went wrong" screen rather than a server unavailable message).
Try a keyword search to see if that produces any reasonable results for those items.
For app issues, if an uninstall/restart/reinstall does not help, use a browser instead of the app until there is a new app update to try. If you can, use the "shake to report" feature to alert eBay to app issues.
