App stuck in the cloud.
Recently transferred old iPhone to new iPhone, my eBay app on my iPhone is not on my iPhone. when I go to the Apple Store to download the app I see the cloud icon. When I tap the cloud icon it circles for a second and then the cloud shows back up. I cannot get this app to download to my new iPhone. I have followed all the instructions that I have googled and nothing has worked. I have signed out of my Apple ID. I have done a hard reset on my phone I have signed back in, it is not a hidden app, it is not in my Apple library, cleared cache, went to
purchased apps, not there, not in my App Library .I have plenty of storage, it just will not download.

You may need to disable cloud backup for just the eBay app in order to be able to install the latest version for your operating system.
