What operating system version number and app version number are you using?
If uninstalling/restarting/reinstalling does not help or if your operating system does not support the latest version of the eBay app, report the issue to eBay by shaking your device while the app is active if you can, then uninstall the app or disable the feature that automatically opens eBay browser links in the app and use a browser to reach eBay instead.
If the problem is just with the main eBay app screen, see here for a potential workaround to let you reach other screens:

Although as we have all seen that app is extremely buggy. If it were me I would not rely on the app but use the browser on your phone.
