A 17 jewel Swiss watch is a mechanical movement that you have to wind. Wind it even when you're not wearing it for extended periods of time. It is better to be running than to sit idle; the oil in the movement can kind of slowly coagulate when just sitting, causing it to not want to get running again.
A mechanical movement like this will require a clean, oil, and adjust every few years. The jewels are not valuable. They are just synthetic rubies that make it so when the watch is running, the pivots do not wear out. 17 jewels is a pretty standard number, but you will find 7j, 21j, 23j and higher. My father was a watchmaker and always said that the higher number of jewels was a general indication of quality and durability up to about 23 jewels. Anything over that, he said that the jewels really don't do much and that they were just for bragging rights. He always said 17 jewels was very sufficient for accuracy and longevity.
Most of the Swiss watch movements are produced by conglomerates like ETA or ESA, who produced movements for lots of different brands. It is very likely that the movement was made by one of these conglomerates.
