Help!I have a watch for sale over $7500. If I am right the final value fee is 20%. Is this right?

The final value fees are totally confusing. I had eBay call me and a person who could barely speak English told t old me the fee would be 3% which I know is ridiculous for eBay. Is it 15% + 6.5%+3%.

6.5% on the portion of the sale over $1,000 up to $7,500 calculated per item
3% on the portion of the sale over $7,500
