You may never ID this pretty, but very common piece since it's unsigned and thousands like it were made in the late 40s, 50s & 60s.
Construction:
~Swedged Construction: Construction technique using small rivets to join metal components. *Also known as Riveted Construction.
~Found on lower quality jewelry: Swedged construction was used by Designers who desired to get "the look" without the cost and therefore did not use the quality stones we see in Trifari, Eisenberg or other top designer lines.
You know there's a phobia that your brooch picture would trigger anxiety, it's called Tripophobia! (fear of holes) Luckily in the jewelry world it's called good construction!
There were several named designers that used this type of construction. Judy Lee, and Beau Jewels to name a couple. Both companies are known for signing only one piece (counting earrings as one) of their items. You might look for a pair of signed earrings that match your brooch.
