Persistent 503 Error with Sandbox Fulfillment API when trying to get NOT_STARTED / IN_PROGRESS order

Hello,

I'm currently working on an application that uses the Fulfillment API in the eBay Sandbox environment. However, I've been consistently encountering a 503 (Service Unavailable) error when trying to fetch orders with the orderfulfillmentstatus filter set to NOT_STARTED or IN_PROGRESS.

Here are the details:

API Endpoint: https://api.sandbox.ebay.com/sell/fulfillment/v1/order?filter=orderfulfillmentstatus:%7BNOT_STARTED%7CIN_PROGRESS%7D
HTTP Method: GET
Headers: Authorization: Bearer (with a valid token), Content-Type: application/json
Response: 503 Service Unavailable, with the body "no healthy upstream"

I'm encountering the same issue when using the API Explorer on the eBay Developer Portal.

This issue has been persisting for over 24 hours now. I've double-checked my code, and it seems to be set up correctly, following the API documentation.

I wanted to reach out and inquire if there are any known issues with the Sandbox Fulfillment API or if there's any scheduled maintenance happening that could be causing this outage.

What would you expect to be returned for the above request? I'm not sure how the sandbox works exactly. I fugured there would be a bunch of fake orders in there which I could request.

Any guidance would be greatly appreciated. Please let me know if you need any additional information from my end.
