I've edited your post to make it more easily readable.
It's YOUR country that doesn't allow import of the computer (as indicated by the tracking as shown in @lacemaker3 's post #6.
It's the buyer's responsibility to verify that items are allowed to be imported into their country or exported from the country from which they wish to purchase.
Tracking shows that the shipping was canceled by the carrier and the package returned to the seller with delivery made back to the seller. So the seller should issue a refund.
In cases where a buyer supplies an invalid address, the buyer won't win an INR (item not received case) but in an import/export case like this, I'm not sure whether INR (item not received) would work.
If you don't get a refund, you may have to go to your payment source and file a chargeback dispute.

·2 months agoYour provided tracking number on DHL website say "Sorry, your tracking attempt was not successful. Please check your tracking number.". How you are saying that shipment is cancelled? Did the seller told you that shipment was cancelled?

That tracking number is not a DHL number,
It is probably too early to expect the package yet, it has only been 10 days since you purchased, and international deliveries may take several weeks. That listing is currently estimating about 2 weeks for delivery to Mozambique.
If you don't receive the package by the last estimated delivery date, then you will need to open an Item Not Received case, and if the seller can't provide proof of delivery to the address on the order, then you will receive your money back under the eBay Money Back Guarantee. You are not entitled to any additional damages.

@assaba-0 , I believe there is a typo in your tracking number.
It still isn't a DHL number, but it is from Germany Deutsche Post (where the item was located) not from Belgium.
The item could not be exported to your country Mozambique, so the export was cancelled and the package was sent back to the seller, and was just delivered today.

As I said earlier, you will need to open an Item Not Received case, and since the seller can't provide proof of delivery to the address on the order, you will receive your money back under the eBay Money Back Guarantee. You are not entitled to any additional damages.

There was an estimated date of the delivery in the listing. If that date has passed by at least one day, but less than 30, why not open an item not received case with eBay?
Things needed urgently are better bought locally.
Can you explain "moral damages"? Have you read the MBG?

·2 months agoAn extra 50% refund for "moral damages"? Did you file a not received case? What is the estimated delivery date? You are in Mozambique, where did you order it from? You may urgently need it but I don't see how a refund makes up for the morals here.
(Also, we are not ebay, but other users. You need to file an INR case through ebay) Report that your item hasn't arrived
