Is this a photo of Dorthy Lamour

In 1947 Dorthy Lamour came to Houston, TX to appear at the opening of the Shamrock Hotel. The photo is marked on the back Photographer at the Shamrock and it appears she arrived by train. Haven't been able to match this photo with any ones on line, so I am hoping someone can confirm that is is her.

Looks more like Ethel Merman to me. She was in the Broadway play "Annie Get Your Gun" at that time, I think.
