Production keyset disabled (Non Compliant) - Public listing import only

I have created a Production keyset for my marketplace application called Buyeroad.
My application does not access private eBay account data, orders, messages, or personal information.
The only feature I want to implement is:
A seller enters the URL of their public eBay store.
Buyeroad imports the seller's public listings into our marketplace.
My Production keyset is marked as "Non Compliant" and "Your Keyset is currently disabled".
I also receive HTTP 503 when calling the Finding API.
I have a few questions:
Do I need to implement Marketplace Account Deletion notifications for this use case?
Can this type of application qualify for the Marketplace Account Deletion exemption?
Which eBay API is currently recommended to import the public listings of a seller's eBay store into another marketplace?
