New keyset disabled as Non Compliant — requesting exemption

Hi, I just registered a new developer account and created a keyset "test1". It was immediately marked as "Non Compliant" and disabled.

Keyset name: test1
- Use case: Personal notification tool using Browse API only, monitoring a few seller listings for new items. Non-commercial, low volume (<500 calls/day).
- The "Apply for an Exemption" button on the developer portal did not bring up a form to submit the request.

We would like to inform you that your production keyset is currently disabled because the eBay Marketplace Account Deletion/Closure Notifications requirement has not yet been completed.
To activate your production keyset, you must address this requirement by following one of the options outlined below:
1. Subscribe to Notifications: If your application stores eBay user data, you must integrate the notifications workflow. This ensures that you receive alerts when an eBay user requests the deletion of their personal data.
2. Opt Out: If your application does not store or retain eBay user data, you may choose to opt out of this requirement.
Completing either the subscription or opt-out process through the links provided in the overlay will automatically activate your production keyset. Once the process is complete, the overlay will disappear, confirming that your production keyset is active and ready for use.
