New Internal Developer Account Auto-Rejected - Requesting Manual Review

I recently tried to register for an eBay Developer account to build a private tool, but my application was automatically rejected, and my follow-up support ticket was also auto-denied. I am requesting a manual review of my application.

Purpose of Account:
I am a new developer building a private, internal application exclusively for my own upcoming account management and data logistics. This tool is strictly for my own internal use and will never be commercialized, shared, or made public for other users.
Because I do not have a legacy active account to post from, the automated security filters instantly blocked my registration. Could a community manager please look at my case and escalate this to the API team for a manual override?
