Established seller — Developer Program registration auto-rejected twice, requesting manual review

I'm an established US-based eBay member/seller (username akhan118) and my Developer Program registration has been auto-rejected twice for "problems with the data provided or other irregularities" — including a fresh registration (username iosdev) submitted from my normal US home network. My selling account is in good standing.
I'm building a private app for my OWN reselling workflow that lets me create and manage listings on my OWN eBay account. I am not building a third-party app and will not access any other users' data. The APIs I need are standard seller-scoped:
- Sell Inventory API (createOrReplaceInventoryItem, createOffer, publishOffer) — to create my own listings
- Sell Fulfillment API — to monitor my order/sold status so items can be auto-delisted elsewhere and avoid double-selling
- Sell Account API — to reference my own business policies when publishing offers
- Taxonomy API — to identify correct category IDs
Everything is authenticated via my own account through OAuth. No Marketplace Insights / sold-data scraping. My Marketplace Account Deletion notification endpoint is already built and ready to verify.
Since this looks like an automated risk-control flag rather than a reviewed decision, could someone from the team please take a manual look and advise what specifically triggered the rejection, or approve the registration? Rejected dev usernames: akhan118 and iosdev.

I registered a new Developer account in mid-August 2026, and since then the Application Keys page (developer.ebay.com/my/keys) — and even the developer.ebay.com homepage itself — just throws a generic "Something went wrong on our end" (statuscode=500) error every time, on multiple browsers/devices, still happening as of today. My selling account is in good standing.
Same use case as OP: a private app for my OWN seller account only (Sell Inventory API / ReviseInventoryStatus-type quantity updates), no third-party access. Would really appreciate if someone from the team could take a manual look, since this seems to be affecting several established sellers at once rather than being an isolated case.
