Auto rejection from developer program registration - why?

I was "rejected" when I tried to sign up for a developer account. I've been on eBay for more than 30 years, and under the GreatLakesSkipper account opened up the boat parts category more than 25 years ago. That seller has hundreds of thousands of feedbacks. The grailninja account request is for another software dev project we've set up, so the grailninja eBay account was set up yesterday along with the request to join the developer program. Totally legit purpose here, as we need to set up a pipeline to funnel thousands of sports card listings to eBay. Who do we contact to get a developer account set up? Thanks. Lee
