In the listing, you saw an estimated delivery date. Evidently you felt that date would be satisfactory, or you would not have made the purchase, right? Has that date passed by at least one day? If so, you CAN open an item not received case with eBay. Or you can give it a few more days due to the unreliability of the USPS, but don't wait more than 30 days before you open that INR case.
