Who & What am I?

Any thoughts on who these folks (male & female) might be and what this object might have been used for/as?

The piece is made of iron and has remnants of polychrome paint remaining. I "assume" the male & female were once prominent figures of their era given how this object is made (janus-faced???). I'm sure it'll probably be next to impossible to ID the who/what, but just thought to post and hear others thoughts,.....my research turned up nothing!

Size approx: 2 inches.
