VAN BRIGGLE artist signature

Greetings, can you identify the Van Briggle artist on this vase? The bottom mark looks like DLH but I can't read the signed card. Also an approximate date would help me. Is the signed card a common item? Thank you in advance for any information.

I found out that this was a Deborah Hager piece. I am still interested in knowing if the signed card is unusual and a specific date if possible.
