Some more information about your book. I found a webpage online that gave some more pictures, and this page has the date and publisher information.
It is from the 2nd Sino-Japanese war, not WWII. It was published July 15th, Showa 10 (July 15, 1935). On this page, the publisher translates as "Ministry of the Army Armament Editorial Department", which is probably a better translation.
Please take a picture of the title page of the book, where the title is printed in black on white. The red on red text is very hard to read, and image search can't isolate the text.
In an Asian book, the page order is backwards compared to a western book, so the title page is probably at what seems to be the back of the book.
