To me it looks like a combination of the first two replies. Japanese pamphlet maybe warning civilians on the ground of impending air strikes by allied bombers. The civilians being their work force to get land routes to India.
I once looked up some Japanese calligraphy doing research for growing bonsai trees. I was struck by how some symbols visually looked like what they meant. As in the symbol for forest (if I remember correctly that was one of them) looked like multiple trees.

Sorry, but that is incorrect. If you're going to use AI, you always have to verify the answer, you can't just blindly accept it. A lot of the time, the I stands for "idiocy".

There may be some strokes in the drawing that look like this, but when taken with the other strokes, the meaning would have been changed even if they were kanji.
I'm not sure that says anything. It looks like an ink drawing of a plane dropping bombs on two buildings.
It may look superficially like kanji, but that's because it was done by someone who was familiar with oriental calligraphy and ink wash painting, which are similar to each other.
