I could be totally off-base, but have you identified the cityscape? Is it Jerusalem? Or elsewhere? Look for Amharic (Ethiopian) or possibly Coptic letters that match the artist's mark, but first, identify the city. You'll be able to narrow it down much easier if you know the skyline.
Either way, its relatively recent, and probably for tourist trade, so don't get your hopes up on value. Sometimes it's just nice to know who did it...
