More info is needed, basic info that can be included with any question asked. For example, dimensions, media (if known), provenance (if known), location found, etc. No doubt a foreign language signature and title. Siggie looks like it starts with HOCH - which would imply a German (hoch is german for high) or European artist/origin if you want my opinion.
