Why does Ebay not have a FRAUD category for investigation? And review/return scams. | Buying

I purchased an Iphone advertised as NEW from ebay seller. When we took it to Apple Store, they said everything inside was fake and not much left from Apple and the phone had water damage. The seller had many good reviews but I see people had a few similar comments. I filed for refund which would means I have to return the iPhone and I think that was the biggest mistake. The seller took the phone and only gave partial refund. I did miss the 10 day mark to repeal which is very short when you have a life and nothing can be done afterwards. The seller basically took the evidence away and eBay give seller preferential treatment because it has many good reviews (repeated seller, probably part of the scam, low value item with high frequency) so it can scam customers periodically for high value item with low frequency and not care about the bad reviews. In my opinion, eBay should open a fraud category to allow fraud to be investigated and dealt with and not default all items for return which allows seller to be in control and destroys evidence. I am posting it in good faith because I've liked buying and selling on ebay for many years and I do see this destroying the sense of community. This set up is protecting fraudsters and inviting people to scam others.On the case of my purchase, I do still have the pictures of the phone cases which anyone can go on Apple store to verify that it was not a new phone when I bought it. Please reply if you have similar experiences and we should chat to see if anything can be done with eBay or FTC.
