Why can't you contact a person on Ebay?
I ordered an item on Jan. 12th from a "seller kc_engineering_sf" for 146.10
The funds were processed on the 13th from my bank via paypal
It stated the item would arrive in 3 to 4 business days.
On Jan. 22nd I sent this message at 7 am:
Hello, wondering when you will be shipping out my order? Can you please add a tracking number. If there is a problem with getting the order out please let me know, its for a customer and he called about his forks yesterday, thanks
Later that day around 3:30 I sent this message:
I'm going to cancel this order as it's been 10 days and had no communication from you about tracking or if the order has been shipped. If it's shipped Great if not then I'll need a refund, thank you
The next day I sent this message:
Please refund my money today, I've ordered other parts from other sellers back east on the 16th that have arrived yesterday. I won't leave negative feedback for you as I understand things happen. I need to re order the fork tubes from another seller.
On the 24th I sent this message:
Ive tried to contact you for a tracking number,no reply, Ive ask if you were unable to ship the item to please refund my money, then I asked to just refund my money and still no contact, I even let you know that I wouldnt post a negative comment about the item. Refund my money today, plain and simple. I need to order the item from another seller.
He never posted a tracking number or replied to any of my messages, so I filed a dispute with Ebay and then with Paypal to just make sure I could somehow get a refund, then ebay sends me a message informing me they have closed my case as I contacted Paypal, so I thought I would close to dispute with paypal so I could let ebay handle it, after 4 hours tiring to reach a person to restart the dispute, I re contacted paypal and thought ok, Ill restart the dispute. I was told I could not reopen the claim.
They told me I would have to cantact my bank, I did, then my bank said they received a denial on the claim from Paypal as I had closed the dispute.
So far I have 6 1/2 hours on the phone with pay pal, calling ebay and being told I could solve my issue by ebay using their online help and they would send me a link.
So here I am, this seller has done this, never shipped item, never posted a tracking number, replied to me and now on my purchase order this is what it says:

Because of the sequence of events, your best hope for a refund now is with your credit card company.
Contact them again, explain what happened, and request a chargeback. You may have to speak with their Fraud Department if you run into resistance.

You can't open a case on different sites at the same time.

You should have checked the seller's feedback profile before buying from them. They have received no selling feedback in over a year, and probably did not know that because of that ebay placed a 21-30 day hold on your payment. They have a 100% rating because they have not sold anything in over a year.
On their account the payment status shows Pending, and that is whey they haven't shipped or responded to messages. If you want the item try messaging them again, tell them if they have not shipped because of the Pending status to do a Google Search for " Payments on hold, ebay " if they do that they will get the info needed to complete the sale and get the funds released.

·1 year agoOnce you open a dispute with PayPal or your bank, eBay can no longer help you, as the matter is taken out of eBay's hands.
You should only open one dispute at a time and then pursue it to its conclusion; always start with eBay, then PayPal, then your payment source. You cannot go in the opposite order, open more than one case at a time, or reopen a dispute once closed.
Buyers cannot cancel a transaction, but can only request that the seller cancel. Requesting a cancellation from a non-responsive seller is often a waste of time. Sellers are not required to provide tracking until an "item not received" case has been opened after the last estimated delivery date has passed.
Had you simply waited until the day after the last estimated delivery date to file an "item not received" case with eBay, once the seller was unable to provide tracking that showed delivery within three business days you would have been able to ask eBay to step in and refund you.
