What's the best path forward to ensure ebay hears you with scammers?
Is it a "return request"?
I hear the best option is "item didn't match description", but I assume "received the wrong item" would be just as fine?

In the fake tracking scam, either of those two options would involve a reasonable assumption.
"Didn't match description" is reasonable because one could assume logically that the scammer did not send the described item. The scammer sends a worthless item somewhere else, because all he wants is tracking confirmation. If the scammer were sending the described item, he might as well have sent it to the buyer in the first place.
"Received wrong item" assumes that the person who did receive the shipment received the wrong item, i.e., that worthless item the scammer sent, by reasoning similar to the above.

While using Item Doesn't match description is one way to go. If the item had USPS tracking you can try getting info from your P.O. and then reporting the scam through one of ebay's social media platforms, not going through the Money Back Guarantee, Item Not Received (INR) ,system which automatically turns down the dispute. Getting info from UPS or FedEx is next to impossible.
When you to go to your P.O., You need to bring a copy of your order details page which shows your address and the tracking number with you. If you bought using a phone or tablet, you can bring that to show the clerk the order details. You want to ask the clerk to check the label address against yours on the order details page, and also to check the Package type/size/weight info to see if was is appropriate for what you should have received. If you can look up the Mfr.'s specifications for the item and bring that with you as well.
If the info does not match up, you ask the clerk or Postmaster to write a note on USPS stationary saying in general that the shipping label's address was not the same as the one on your ebay Order Details page, and if applicable that the package type/size/weight was not right for what you should have received. Do not ask them to write specific address or package info, they cannot give it out. Have the clerk or Postmaster print their name then sign and date the note.
When going through the social media sites use the Private Message option. Write out simply what happened Ex: My item was sent to a different address in my zip code. You need to include the seller's username and the ebay item number, add a scan or Clear photo of the note to the post, and sign it with your real and ebay username. The reps who man the social media sites are actual ebay employees, who have the power to issue refunds.

One advantage of going that route is you are not blocked from leaving appropriate feedback for the transaction.
The following has not been proven one way or another yet, but if you sign up to use the free enhanced tracking from USPS - Informed delivery, FedEx - Delivery Manager and UPS - My Choice. the emails and photos you receive can be used when posting through social media.
If either FedEx or UPS does not send you a message on the day of delivery, it means nothing was addressed to you, giving you a heads up. Those companies add photos of tracking number Delivery locations which if you post the info and ask one of the reps to do a google street level map search for your address can prove the location was not yours.

·11 months agoJust stick to 'item doesn't match description'. Using ebay's jargon insures there's no foul ups.
Don't think outside the box, the above category is a blanket cover for a multitude of situations.

·11 months agoYou apparently opened a case with eBay. You need to follow the instructions you were given.
If there's been no response by Sept. 3rd, you can return to the case and ask eBay to step in.
