What to do about a seller who keeps relisting a prohibited item?

I came across a seller who is trying to auction a lottery-based code that they obtained for free that allows access to tickets for an event. The listings are successfully removed each time I report but the seller continues to relist the item every few hours. What can I do to stop this happening? The listing is extremely unfair

If the seller keeps relisting an item that has been removed, eventually eBay will suspend the account entirely.

What you do is: if it has NO DIRECT effect on you- stop reporting, stop worrying about it and move on.

I'm a little confused. Did the seller win the lottery and now owns the code? Can the code be transferred to another?

If so, then it really doesn't matter if the seller got it for free or not, no? I mean, it may have plenty of value to those who didn't win that lottery.

I used to work where I had access to loads of great events. When I didn't use it, I gave my access to my friends, but could have sold it with a couple of phone calls. It had plenty of value to those who didn't have access...
