Look in your purchase history. Is there tracking information that shows "delivered" even if you got nothing? Come back if that is the case so we can give you the choices available to you for this problem, and you need to know what NOT to do.
If not, and there is no tracking, you need to file an "item not received" (INR) claim so long as it is within 30 days of the last estimated delivery date on your ORDER (not the listing). You can find this in your purchase history as a dropdown menu. We can see nothing using that number you gave us. Is it your order number?
If your time to file an eBay claim has expired, and you paid with PayPal, they still allow 180 days to file an INR claim, but not others.

Did you start an item not received case? You have 30 days from estimated date of delivery to open one. If too much time has passed eBay can no longer help past the 30 day window. Your only option would be to file a chargeback through your credit card or PayPal which ever way you paid.
