U.S. based account - Problems with foreign purchases from ebay.co.uk, ebay.de, etc.

I have an US eBay account which I am using since 2005 with no problems with the primary personal address in US. I was using it for a long time to purchase my items form US. Currently I’m living in Bulgaria, Europe, where there’s no eBay.bg. Therefore, for many years I was using the “freight forwarded” or “reshipped” services of a transportation company in order to purchase different goods from ebay.co.uk, ebay.de and ebay.es providing a local to the country shipping address for each delivery. For example, if the item is listed in UK, I provided an UK based shipping address with my name. Once the item was received it was forwarded to me in Bulgaria using the services of the aforementioned reshipping company. Everything worked flawlessly up until today, when I tried to purchase an item located in Germany providing a German based shipping address. The system somehow refused to conclude the deal, notifying me that:
“Unfortunately, this item cannot be shipped to the United States. You cannot bid or buy this item for the following reasons: The seller has indicated that this item will not ship to addresses in United States.”
Well, the shipping address was changed to the German one beforehand, but the system still insist that the item cannot be shipped to US.
So basically, I was obstructed to purchase an item listed in Germany even so I provided a German based shipping address.
Could anyone explain me what need to be done in order to correct the “bug” I faced with the delivery?
