UPS tracking says an item is delivered but I haven't received it
I bought a used laptop on eBay and the seller sent it via UPS.
The shipping order number shows that it has been delivered to the dock on 2/10, and I am not the one who signed for it.
I thought it was UPS that handed it over to USPS for delivery, but I still didn’t hear anything until 2/13…
Is it possible that UPS lost the package or gave it to the wrong person to sign for? Can I apply for a refund from eBay or PayPal?

·1 year agoI have sent 'freight forward' items which are just standard envelopes...and highly unlikely to be opened by someone at the freight forward facility..
Items can be sitting at the facility until a reasonable amount of items are there for shipping to your country and such.
If item does not show up as a scan as 'delivered' at the facility it doesn't mean item is not on the way.
Time and time again items are not being 'scanned as delivered' at these freight forward facilities lately but are still on the way.
Give the seller at least 2 weeks extra for it to get to your country from 'estimated date of delivery'.

Your job now to figure out where the laptop is and work with your freight forwarder.
Any INR claim will (and should) be denied.

What dock and where is it located?
Since you are located in Taiwan, was the computer shipped to ebay's International shipping hub in Glendale, Illinois? If so it will stay there until there are enough packages headed for Taiwan to fill a small air cargo shipping container, then it will be shipped to your country.
Do you use a freight forwarding company located in the U.S. and was it signed for at that address? If so you would have to contact them about having received the item and when they will ship it to you.
UPS would only hand off a package to the USPS for final delivery inside the U.S.

OP1 year agoI asked the freight forwarder to send it, but there was no news after waiting for three or four days. Later I asked UPS for a signature certificate and showed it to the freight forwarder.
The shipping company said this was not their signature, but the driver's signature.

·1 year agoDuring the pandemic it was standard for drivers to sign for packages. It's still not unusual to see it happen. So having the driver's signature doesn't indicate fraud. UPS will have captured GPS coordinates when the package was delivered. You can ask them to check them. My guess is that they'll show the package was delivered at the address of your freight forwarder. So you're going to have to pursue a claim with your freight forwarder. The seller has fulfilled their obligation.

The sellers job was to get it to the freight forwarder.
Using a freight forwarder voids your MBG.

This isn't entirely true. The MBG applies to the delivery of the package to the freight forwarder. And if the freight forwarder checks the package and there's damage or the item isn't as described, an item not as described return is still on the table. It's only when the package is reshipped that MBG coverage ends.
