If you are having the card shipped to a freight forwarder, you may be hitting up against Ebay's implementation of export controls. Your freight forward might, if it reached them, refuse to ship the card to Azerbaijan.

I did an online search to see if there was an issue with the sale of Nvidia cards to foreign locations from the U.S. and cam across the article below.

Yes i have purchased many times from usa, and my shipping address is in usa. And i don't have any issue with any other stuff, amd cards cpus or soever . And i get this message from different sellers all with nvidia cards

Maybe the maker of the card has some kind of copyright that doesn't allow non-authorized distributors to buy or sell it's products.

Have you purchased from the seller in the past?

Perhaps the seller in question does not ship to your country.

If you were individually blocked (blacklisted) by the seller the message would not read as a "purchase location issue"
