The error message 'The seller isn't accepting bids or offers from you' isn't what you would get if the seller won't ship to your location. It's the error message you receive if the seller has put you on their blocked bidder list. As mentioned, sellers can block someone for any reason, or for no reason at all. And when a seller blocks you it also blocks any messages you send that seller. So your only option is to find another seller.

You are located in Australia, but have posted your question on ebay's U.S. based site's Community.
( www.ebay.com ) That indicates that you may have been shopping on this site as well, and many U.S. based sellers do not ship internationally. That is the most likely reason why you could not bid. An indication of that would be seeing prices given in U.S.$
You may need to manually login to the Australia based site ( www.ebay.com.au ) There you will find items from international sellers who do ship to Australia. If you open a listing from a U.S. or U.K. based seller that you find on your home site and look at their other items for sale you may be redirected to the seller's home site, so you need to go back to the original listing page and check that the address is .com.au before signing out.

Please don't infer a negative. There may be a very logical reason for this.
There are a lot of selling fish in the sea out there.
