    The seller does not ship the goods and changes the expected delivery date.
                     

    Three days ago I bought an item from a seller with three reviews. The seller still does not ship the goods and changes the estimated delivery date. Yesterday it was January 4-5, and today it is January 5-6. Please tell me when I need to open a dispute to get my funds back? As I understand it, the product I bought from him is simply not there and he just wants to get money.

    The 30 day window to open an Item Not Received is based on the estimated delivery date (the last date if you were given a range) you were given when you paid.  The date in your Purchase History is subject to change as new information is received from the carrier.  Check your "Order confirmation" email for the date that really matters.

    Until estimated date of delivery on item purchased you shouldn't do anything.

    I asked the seller to send the item the next day after payment, and he replied ok. He never sent the goods and when I asked when he would send the item, he did not answer anything meaningful. After purchasing the lot, I also discovered that he took the photos for the lot from the Internet.

    You have to go through the process of getting a refund on eBay. Have to wait until "expected delivery date of delivery" on the item sold...not earlier. Then ask for a refund for item not received.

    Yes, your money is being held but will be released in due time. You will get a refund if item does not arrive. Even if seller is no longer a registered eBayer you will still get a refund.

    Having the delivery date change is not uncommon.  You have to wait one day past the last given date and then you can file the item not received case.

    The seller cannot change the estimated delivery date as seen in the listing where you made your purchase.

    If/when you do not receive the goods on or before the last estimated delivery date, you can open an item not received case.

    Apparently you have not read the Money Back Guarantee for buyers, which offers good protection if/when a transaction goes wrong.  You really need to take a moment and read it right now.

    Please just sit back and await the arrival of your purchase.

    As previously advised go to your purchase history and look at the order details, within that it will tell you the estimated delivery date. Once you are even one day past the latest estimated delivery date you can then open a case for "item not received."

    Please take my suggestion and read the Money Back Guarantee for buyers.

    Yes, if your situation goes south and you handle it correctly, you will be refunded.  Rest assured.

    If the last estimated delivery date as seen in the listing where you made your purchase is January 5th, and it has not arrived by then, you CAN open an INR case on the 6th; however, given the time of year we're dealing with, would give it a few more days than that, but not pas 30 days.  If you can't figure out how to open a case, feel free to return here and ask for help.  You can post that message on this current thread or can start a new one.

    Did you actually check the seller's feedback profile page?  If not do that to see if any of the three Feedback/reviews are for selling.  They could all be for buying so far.  If the seller has no feedback for selling at all or in the last 12 months, they may not know that ebay places a 21-30 day hold on their first few payments, and how to deal with it.

        If they have not sold before or in the last year, on their sold item page they see the payment status marked as Pending, so they will not ship, thinking the payment hasn't cleared yet.  If you find that to be the case, you can try messaging them and tell them to do a Google search for:

    "Payments on hold, ebay", 

    If they do that they will get the information they need to ship the item, and get the funds released.

    Even if the seller does not have the product and they do get the money from ebay, you would have 30 days after the last estimated delivery date, to file an item not received dispute. If the seller doesn't respond to it within 3 days providing proof of purchase or issuing a refund, you can ask ebay to step in and you will get a refund from ebay, who will go after the seller to get the money back.

    You need to go by the estimated delivery date on your order.

     

    It sounds like you are looking at the item page. The date on that will always change like you are just buying the item today.

    By the delivery estimates you were seeing, I'm assuming you are not using a shipping address in the Ukraine? (Think there still might be issues in shipping to Ukrainian addresses.)

    Wow.

    Payments to new sellers are Held for up to 30 days against the seller's customer satisfaction.
