Those coupons have conditions out the wazoo. It's very hard to meet all of them. Two weeks ago I received a five dollar off coupon from eBay. I too could not get it to work. Not that I at all expected it to.
Reread the conditions and see if you can find what it's unhappy about is all you can do.

Could be that it can't be used on what you are trying to buy.
The disclosures should be covered that information, would have been sent with the code. Most codes do not cover everything sold/listed on eBay. Most will have specific items they can be used for.
